increased the district court filing fee and appellate fee

District Court filing fee: Total $400
$350 (Filing fee - effective April 9, 2006)  +  $50 (Additional Administrative Fee - effective May 1, 2013)

Appellate Court filing fee: Total $505
$455 (Filing fee - effective April 9, 2006)  +  $50 (Additional Administrative Fee - effective December 1, 2013)
